The 24 year-old passed a medical on Monday and completed the final details on the paperwork after the Liverpool agreed a deal with Ajax worth up to £22.8 million on Friday.
Suárez, who scored 111 goals in 159 matches for the Dutch side, will wear the famous No 7 shirt worn by the likes of Anfield favourites Kevin Keegan and Kenny Dalglish, the club's current manager.
"Liverpool is a very famous club. It is the most famous club in England," Suárez said after completing his move from the Eridivise club.
The fee is a club record for Liverpool, surpassing the £20 million fee for Fernando Torres in the summer of 2007, but it was not likely to stand for long.
Newcastle United striker Andy Carroll was tonight undergoing a medical at the club's Melwood training ground and should he pass that his transfer was likely to cost the club about £35 million.
The cost of those two signings was set to be offset somewhat however by the £50 million they will receive from Chelsea when Torres completes his expected move to Stamford Bridge on what has been a dramatic final day of the January window for the Merseysiders.
